Concrete Products Award 2020
Industry award for concrete products manufacturing — fabrication of cement/concrete products including concrete panels, pipes, monier/concrete tubs, baths, sinks, ventilating shafts, troughs, blocks, rollers, tiles, pavers, slabs, gutter bridges, plates, pile armours, bridge piles + reinforcement preparation (cl 4.2). 5-level classification (L1 induction → L5 trade-qualified), with L1 ($922.70/wk) as STANDARD HOURLY rate ($24.28/hr per cl 2 def). What's built
- All 5 cl A.1-A.5 classifications at corrected July 2025 figures (PR786594 ppc 1Jul25): L1 $922.70/wk = $24.28/hr STANDARD HOURLY (induction, max 6mo) → L2 $948.00/wk → L3 $982.40/wk → L4 $1,014.70/wk (mobile-plant Cert) → L5 $1,068.40/wk (trade-qualified Cert III+). Stored hourly is INFLATED by the concrete-products industry allowance (D1 = +$27.68/wk = +$0.7284/hr). Tile-manufacturing variant ($18.45/wk = +$0.4855/hr) seeded as alternate AwardAllowance row — engine selects per employer industry sub-type.
- All cl 18.2 + 18.3 allowances (PR786594/PR786762 ppc 1Jul25) — TWO industry allowance tiers (D1) ALL-PURPOSE: concrete products $27.68/wk OR tile manufacturing $18.45/wk (only ONE applies); cement/concrete tank work $0.73/hr (min 4h — D11); first aid PER DAY $3.69 (D4); leading hand 3-tier $26.76 / $35.06 / $42.44 by <3 / 3-6 / >6 employees; bituminous exterior $0.73/hr; epoxy $1.14/hr; sand-blasting $1.14/hr (D12); fork-lift co-engaged $5.95/wk when 2+ engaged in one lift (D13); meal OT $19.71/occ; accommodation distant work $116.76/day first 7 days then $816.84/wk; boot $3.20/wk; clothing $2.60/wk; loss-of-clothing reimbursement max $746.90.
- 28 penalty rows: non-shift OT 150/200 split M-F (Sat 150/200 first-2/after with min 4h — D5; Sun 200% min 4h — D5; PH 250%); casual OT additive 187.5/250 (D10); 10h-rest-after-OT 200%; recall 3h min report-but-not-required (cl 20.3(b) — D5); RDO worked 150/200 first-2/after (cl 20.4); afternoon/night shift 115% (D7 successive vs 150/200 non-successive); permanent night 125% (D8); continuous shiftworker OT FLAT 200% (D6); Saturday shiftwork 150% midnight Fri to midnight Sat (D9 substitute, not cumulative); Sunday/PH shiftworker 200%/250% (D9 substitute); working meal break delayed past 6th hour 150% (D14).
- All 7 leave entitlements: AL 4wk (5wk for 7-day continuous shiftworker per cl 22 + NES s.87(1)(b)), 17.5% loading or shiftworker greater of 17.5% / shift penalty, excessive 8wk (10wk shiftworker); personal/carer's, compassionate, parental, community service, FDV, LSL.
- 4 pay conditions: Full-Time (38h avg over 4wk cycle, 8h/day, non-shift Mon-Fri 6am-6pm), Part-Time (<38h pro-rata, hours+days agreed in writing), Casual (25% loading per cl 11.3, min 4h/engagement per cl 11.3 — D15, NES casual conversion), Continuous Shiftworker (6 consecutive days × 24 hours, 38h/wk avg, 152h max in 28 days, FLAT 200% OT — D6).
- Cl 13A right to disconnect with award-specific exceptions (PR795776 from 23Jan26).
- 3 default super funds per cl 19.4 (substituted PR794750 ppc 23Jan26): CareSuper, Cbus Super, AustralianSuper. + Pre-12-Sep-2008 grandfathering + defined-benefit member exception (D16).
- ~165 configuration entries documenting 16 distinctive features (D1-D16).
Known limitations
- Industry allowance gating (D1) — engine must distinguish concrete products vs tile manufacturing employer types. Stored as 2 separate AwardAllowance rows; only ONE applies per employer. Configuration key `industry_subtype_required_per_employer=true`.
- All-purpose only on industry allowance (D2) — distinct from MA000057 Premixed Concrete which has 3 all-purpose allowances. Resolver MUST NOT inflate the base hourly with first-aid or leading-hand under MA000056.
- Continuous-shift flat 200% OT (D6) — resolver must detect continuous-shift pay condition and apply flat 200%; no first-tier 2-h split. Standard non-shift OT keeps the 150/200 split.
- Sat/Sun/PH substitute shift loading (D9) — non-cumulative; resolver picks the higher of weekend/PH penalty OR shift loading, NOT both.
- Casual OT additive (D10) — penalty rows seeded with `sector_code=casual` carry the 187.5/250 figures; resolver picks them directly without re-loading.
- First aid PER DAY ($3.69 — D4) — distinct from typical weekly first aid. Resolver must apply per shift worked, not per pay period.
- Casual min 4h engagement (D15) is HIGHER than typical 2-3h — distinctive.
Setup & special instructions
- Standard hourly rate = L1 = $24.28 ($922.70/wk per cl 2 def). All penalty/loading/AL multipliers anchor on this rate (not L5).
- Stored ordinary hourly is INFLATED by the concrete-products industry allowance: +$27.68/wk = +$0.7284/hr. Tile-manufacturing variant: +$18.45/wk = +$0.4855/hr — seeded as separate row, applied by engine when employer industry sub-type = 'tile_mfg'.
- Casual ordinary hourly rate = base × 1.25 with casual loading 25% per cl 11.3. Casual OT pre-loaded as 187.5/250 in penalty rows (D10) — DO NOT re-apply 1.25.
- Continuous shiftwork (D6) definition: 6 consecutive days × 24 hours per cl 2 def + cl 21.2. 38h/wk avg, 152h max in 28-day cycle. Continuous shiftworker OT FLAT 200% per cl 21.8(a)(i).
- Non-successive afternoon/night 150/200 first-2/after (D7) triggers when shift doesn't continue 5+ successive days (5-day shop) or 6+ days (6-day shop) OR doesn't reach the cycle ord-hour minimum.
- Permanent night 125% (D8) definition: night-only OR >4 consecutive weeks night OR <1/3 working time off night in shift cycle.
- Sat/Sun/PH shift loadings are SUBSTITUTE rates (D9) — engine picks the higher of weekend/PH penalty OR shift loading, NOT both stacked.
- Working meal break delayed past 6th hour (D14, cl 15.1(c)) — 150% of ordinary hourly rate until break taken or end of shift.
- Cl 19.4 substituted PR794750 ppc 23Jan26 — 3 default super funds: CareSuper, Cbus Super, AustralianSuper. Plus pre-12-Sep-2008 grandfathering + defined-benefit member exception.
