- ~80 configuration entries documenting 21 distinctive features (D1-D21).
Known limitations
- TWO industry streams (D1) — schema uses `CL_` / `QR_` code prefixes for classifications, allowances, penalties. Resolver must match employee's industry stream to the correct set; configuration `industry_stream_required_per_employee=true`.
- Industry disability + leading hand + first aid all-purpose (D2-D4) inflate ordinary hourly rate per stream at seed time. Resolver must NOT add disability allowance again; leading hand + first aid stored as separate AwardAllowance rows since they're conditional.
- CL continuous shiftworker OT FLAT 200% (D5) only applies to Cement & Lime stream — quarrying continuous shiftworkers fall under standard 150/200 split. Resolver must verify both pay condition AND industry stream.
- Stand-by at ordinary rate (D10) — distinctive. Resolver must NOT apply OT multiplier to stand-by hours.
- QR OT continues at second-tier (200%/225%) until completion of OT (D8) — resolver must NOT step down.
- RDO payout at 7.6h per RDO as at 31 Jan annually (D16) requires runtime annual sweep.
- Recall 3h/4h split (D9) requires runtime check on prior stand-by status.
- QR-only 8h shiftworker rest substitution (D19) — CL has NO equivalent; CL shiftworkers fall back to general 10h rest period.
Setup & special instructions
- Standard rate = CL Level 6 weekly = QR Grade 5 weekly = $1,068.40 (joint per cl 2 def).
- Stored ordinary hourly is INFLATED by stream-specific industry disability allowance: CL +$77.82/wk (=$2.0479/hr); QR +$33.71/wk (=$0.8871/hr). CL_L6 effective stored hourly = $30.17; QR_G5 = $29.01.
- Casual ordinary hourly rate ALREADY includes 25% loading per cl 11.1(a) (loading is part of all-purpose rate). Penalty multipliers apply to the loading-inclusive base for casuals.
- Saturday rules DIFFER between streams (D6): CL flat 150%; QR 150/200 first-2/after split. Both substitute for, not cumulative with, cl 21.1/21.2.
- Continuous shiftworker FLAT 200%/225% OT (D5) is Cement & Lime ONLY. Carve-outs (cl 20.1(f)): between-employee arrangements + customary rotation.
- QR OT after 2h continues at 200%/225% until completion of OT worked (D8 — cl 20.2(f)). Distinct from CL where after-2h is just plain 200% / 225%.
- Recall split (D9): 3h min if standing-by previously paid (cl 20.4(a)(i)); 4h min otherwise (cl 20.4(a)(ii)). Carve-outs for customary work + continuous-OT.
- Stand-by at ORDINARY rate, not OT (D10 — cl 20.5). Distinctive — most awards pay stand-by at OT rate.
- Cl 13A right-to-disconnect TWO exceptions (D11): cl 13A.4 stand-by (cl 20.5); cl 13A.5 recall (cl 20.4).
- Working through meal break 150% (D17 — cl 15.3) — distinct from most awards which pay 200%.
- QR-only late-roster-change penalty (D12 — cl 14.4(b)): if shiftworker given <7 days notice, continues to be paid shift penalty for balance of 7 days even if transferred to day work.
- CL-only roster-change short-notice (D13 — cl 14.2(c)): day↔afternoon/night for ≥8h on <5 consecutive shifts = 150% Mon-Fri.
- QR-only RDO worked (D14 — cl 14.6(e)): choice of alternative day off OR 200%.
- Min rest substitution (D19): general 10h after OT (cl 15.7); QR shiftworker 8h substitution for roster changes / no-show (cl 15.8). CL shiftworker has NO 8h substitution.
- 2 default super funds per cl 19.4 PR771331 ppc 09Apr24: AustralianSuper, CareSuper. Plus pre-12-Sep-2008 grandfathering + defined-benefit member exception (D18).
