Covers employees of local government employers — councils, shires, regional councils — including administrative, operational, community services, recreation centre and childcare employees. Three sectors based on weekend penalty handling (general, community_services_recreation, childcare). 11 levels shared across all three sectors. Standard rate Level 4. Apprentices ARE included.

What's built
- All 11 cl. 15.1 levels at the July 2025 figures, mirrored across all three sectors.
- Junior rates: 5 age bands from under-17 (55%) through 20 (95%).
- 4-year and 3-year apprentice rates anchored to Level 4, pre-2014 (no Y12 split) and post-2014 (with Y12 split).
- Span of ordinary hours varies by work area — general default Mon-Fri 6am-6pm; 11 extended-span work areas at Mon-Sun 5am-10pm; libraries Mon-Sun 8am-9pm; customer service centres Mon-Sun 6am-6pm; childcare Mon-Fri 6am-7pm only (no weekends).
- 120% Mon-Fri-outside-span weekday penalty (cl. 22.1). Maximum ordinary hours per day = 10 (or 12 by agreement).

Setup & special instructions
- Each employee must be assigned a sector — general, community_services_recreation, or childcare — to drive the right weekend-penalty regime.
- Childcare sector has no weekend ordinary hours possible — span is Mon-Fri only (cl. 13.1(h)).
- Community services and recreation centres weekend penalties only apply BEFORE 5am or AFTER 10pm (cl. 22.3) — outside that window, ordinary rate applies.
- Span of ordinary hours varies by work area within a sector — assign the work-area attribute on each employee to drive the right span.
