Cleaning Services Award
Covers commercial and industrial cleaning. 3 classifications (standard rate Level 3). Junior rates apply ONLY to shopping-trolley collection contractors — other cleaning employers pay full adult rates regardless of age. Leading-hand allowance is all-purpose under cl. 17.1, tiered by number of employees supervised. Penalty rates use a three-column FT / PT / casual structure.

What's built
- All 3 cl. 15.1 classifications at the corrected July 2025 figures.
- Junior rates (shopping-trolley contractors only) from under-16 (45%) through 20-year-old (90%).
- Allowances: broken-shift, cold work, two hot-work tiers, two height tiers (up to 22nd floor / above), first-aid, leading-hand (three tiers, all-purpose), refuse collection, toilet cleaning, meal-OT, motor-car / motorcycle vehicle, travel between workplaces, clothing reimbursement.
- Three-column FT / PT / casual penalty rates including the entire-shift Mon-Fri starts-before-6am-or-finishes-after-6pm 115% / 130% / 140% case.
- Tiered Mon-Sat overtime, Sun / PH OT, plus cl. 19.6 / 19.7 call-back minimums (2 hour standard, 2 / 3 / 4 for non-cleaning Mon-Fri / Sat / Sun).
Known limitations
- PT and casual penalty rates are captured as configuration keys; the resolver must consult employment type when computing penalty rates rather than reading a single multiplier.
Setup & special instructions
- Junior rates apply ONLY to shopping-trolley collection contractors. All other cleaning employers must pay adult rates regardless of employee age.
- Mon-Fri penalty applies to the ENTIRE SHIFT when the shift commences before 6am or finishes after 6pm — not just the hours outside the 6am-6pm span.
- Permanent night work is midnight-8am with no rotation, paid at 130% FT/PT / 155% casual.
- Leading-hand allowance is all-purpose — assign the right tier (up to 10 / 11-20 / over 20 employees supervised) so it folds into the ordinary hourly rate.
